Project Background
Hyanggyo Village, developed through the benevolence of Wonju Confucian School and the residents' determination to build a better life, once held high accessibility to downtown Wonju and served as a renowned school district. However, the relocation of Wonju Girls' High School, subsequent development initiatives, and the outflow of residential population have intensified the characteristics of a deteriorated low-rise residential area. There was an urgent need for a comprehensive response to deficient basic living infrastructure, safety vulnerabilities, and declining community vitality.
Approach
This project went beyond simple physical renovation to establish a comprehensive masterplan addressing residential environment improvement, living infrastructure expansion, and community activation. We gathered resident voices through on-site surveys, resident interviews, resident workshops (July 1st), site visits to precedent projects, and public forums. We coordinated with relevant organizations including Wonju Confucian School, Wonju Fire Department, and Parambit Wonju City Gas to develop an actionable plan.

Community Vitality
Revitalizing villages through
sustained human connections
The masterplan presents three core strategies and an implementation framework that simultaneously pursues physical improvement and community recovery. Based on the heritage of Confucian School and residents' civic consciousness, it embodies the vision of "Hyanggyo Village Connected Through Virtue and Human Bonds".
Key Proposals
The masterplan encompasses concrete proposals across three domains: living infrastructure improvement, residential improvement, and community activation. To address urgent needs in deteriorated residential areas, we will implement slate roof removal, housing repair support, and city gas installation. For safety improvements, we will conduct village alley renovation, install fire extinguisher boxes and snow removal equipment, and expand CCTV and security lighting. For community recovery, we established manicured terraces, renovated community shelters, and supported village archiving projects to facilitate resident interaction. Recognizing the unique land ownership structure, we established a cooperative framework with Wonju Confucian School.
Expected Impact
Through phased implementation of the masterplan, we expect to improve over 75% of deteriorated housing, achieve 100% city gas coverage, and expand communal facilities. This will result in enhanced basic living conditions, strengthened disaster and fire safety, revitalized community interaction and cohesion, and improved village aesthetics.
Project Significance
This project is distinguished by developing customized plans reflecting local characteristics. Key features include harmonizing with Wonju Confucian School's historical assets, providing practical solutions to the unique land ownership structure, and realistic project planning tailored to low-income residential areas. Additionally, it presents a model for sustainable community regeneration by combining government-led basic infrastructure development with resident-driven civic activities. As the sole urban vulnerable area project selected in Gangwon Province among 13 selected in 2025, it represents a meaningful and significant undertaking.
