Project Background
The former Jinbu Airfield site represents a significant historical asset from the Japanese colonial period, yet it currently remains underutilized. Following the 2024 Winter Olympics, Pyeongchang County identified this site as a strategic opportunity for economic development. A comprehensive site utilization strategy that preserves historical heritage while driving local economic growth became essential to establish the site as a new growth engine and define Pyeongchang's future identity.
Approach and Methodology
This project undertaken a comprehensive approach that simultaneously acknowledges the historical significance and contemporary potential of the Jinbu Airfield site. Through community consultations, expert interviews with heritage and tourism specialists, on-site investigations, and comparative case studies, we developed creative utilization strategies that balance heritage conservation with economic activation. Our analysis integrated Pyeongchang's cultural and tourism infrastructure, regional characteristics, and transportation connectivity to formulate four core strategies.
📚
Heritage Conservation
Cultural asset preservation
Historical authenticity
Memory space creation
🎯
Tourism Integration
Experience programs
Visitor attraction
Local activation
🌱
Cultural Development
Cultural events
Artistic space creation
Brand establishment
🤝
Community Partnership
Resident engagement
Public-private collaboration
Sustainable operations
These four strategies are grounded in a vision to respect the historical identity of the Jinbu Airfield while transforming it into a 21st-century cultural and tourism hub for Pyeongchang. Under the vision statement 'A Living History Hub for Pyeongchang', we have developed strategies that convert past heritage into future assets.
Proposed Development Projects
The basic concept includes specific initiatives such as establishing a historical archive and exhibition facility, creating a cultural arts experience center, developing an outdoor performance venue and cultural plaza, and expanding community facilities. The plan also incorporates integration programs with the Pyeongchang Olympic legacy, strategies for enhancing community participation, and phased implementation plans. Additionally, we have proposed multi-layered financing mechanisms including cultural heritage ministry grants, regional development funds, and public-private partnership models to ensure project feasibility.
Expected Impact
50%
Extended Stay Duration
Through phased implementation of this basic concept, we anticipate a 45% increase in site visitors, establishment of Pyeongchang as a recognized cultural and tourism destination, creation of local employment opportunities, and attraction of younger populations to the region. The project is expected to drive sustainable development for Pyeongchang County by simultaneously achieving both heritage preservation and economic growth objectives.
Project Significance
This project distinguishes itself by reinterpreting the Jinbu Airfield site not merely as a historical memorial space, but as a creative hub leading Pyeongchang's cultural and tourism economy. We have undertaken a paradigm shift that transforms the preservation of colonial-era heritage into a vibrant 21st-century cultural and artistic center while maintaining historical authenticity. By establishing a practical implementation framework that provides meaningful spatial experiences for both residents and visitors, this project serves as a model case for Korea's thoughtful approach to industrial heritage conservation and economic revitalization.
