Background
Saengyeon 2-dong and Jung-ango-dong in Donggucheon are historic neighborhoods with deep community roots. However, like many traditional urban centers, these areas have experienced population outmigration due to new city development, commercial decline, and deteriorating building conditions. The need for sustainable urban regeneration based on resident participation became apparent. This monitoring whitepaper aims to comprehensively document the achievements and challenges of 2022 urban regeneration initiatives.
Approach
Our work focused on analyzing the implementation status of urban regeneration projects through systematic field monitoring and resident feedback, centered on collaboration between the dedicated urban regeneration organization and resident councils. We thoroughly documented the organizational structure, key activities, and 2022 implementation results of Saengyeon 2-dong and Jung-ango-dong's urban regeneration efforts. Through surveys, forums, and site visits, we incorporated community voices, and comprehensively reviewed the urban regeneration support center's role and local asset utilization strategies.

We established a "three-pillar governance framework" with the urban regeneration organization, support center, and resident councils working collaboratively. Government institutional support, professional technical expertise, and voluntary resident participation combine to drive customized urban regeneration in Saengyeon 2-dong and Jung-ango-dong. Through comprehensive initiatives in cultural asset discovery, commercial revitalization programs, and residential environment improvement, we aim to restore the region's identity and strengthen community bonds.
Key Initiatives
During 2022 urban regeneration efforts, we established and operated the urban regeneration support center, activated resident councils, developed community-based programs, and implemented local asset utilization projects. We enhanced resident capacity through expert training programs, regional activation camps, and resident-led public contests, while simultaneously advancing cultural programs, environmental improvements, and economic activation projects. Through regionally customized initiatives reflecting the distinctive characteristics of both Saengyeon 2-dong and Jung-ango-dong, we promoted balanced development between the two areas.
