Background
Saengyeon-2-dong and Jung-ang-dong in Dongducheon City have gradually lost their competitiveness as the central business districts over time. Population outflow, aging residential areas, and declining commercial activities have perpetuated a vicious cycle of urban decay. In this context, the Urban Regeneration New Deal project transcended mere physical redevelopment to pursue comprehensive goals of community restoration and economic activation. Under the legal authority of Special Act Articles 24 and 31, this initiative established the foundation for realizing resident-centered sustainable urban regeneration.
Approach
This project focused on conducting a thorough assessment of existing urban regeneration initiatives and establishing a comprehensive performance management framework through collaboration between residents and government. Through 27 project meetings, 30 coordinator sessions, resident opinion surveys, field investigations, and four community engagement workshops, we thoroughly incorporated on-the-ground perspectives. Based on implementation status and monitoring results of the urban regeneration new deal project, we developed quantitative and qualitative evaluation indicators and proposed a phased, continuous performance management strategy.

Long-term urban
regeneration outcomes
This approach aimed to accurately measure project effectiveness, track changes over time, and comprehensively evaluate resident satisfaction and regional economic activation. We sought to realize "data-driven urban regeneration performance management" that demonstrates how government investment and community participation translate into tangible regional change.
Key Initiatives
The performance management report comprehensively encompasses implementation status, monitoring results, and qualitative and quantitative evaluation indicators of the urban regeneration new deal project. It includes specific project details such as residential environment improvement, commercial facility development, and community program activation, alongside analysis of the tangible impact of urban regeneration on Saengyeon-2-dong and Jung-ang-dong. This yielded not only demonstrated project achievements but also identified improvement areas and future sustainability strategies, establishing long-term and actionable urban regeneration strategies. Through multi-layered performance indicators including resident participation rates, commercial vitality, life satisfaction, and community cohesion, we substantiated the project's comprehensive impact.
Expected Outcomes
Through performance management of the urban regeneration new deal project, we can systematically break the cycle of urban decline in Saengyeon-2-dong and Jung-ang-dong, pursuing long-term urban activation through enhanced community engagement and continuous monitoring. This performance management report will serve as foundational data for future urban regeneration projects and as a reference model for similar initiatives elsewhere. Above all, data-driven performance management will contribute to achieving the fundamental goals of improving resident quality of life and urban activation.
Project Significance
The greatest significance of this project lies in reframing urban regeneration new deal initiatives as sustainable community-led regional activation rather than merely hardware-focused redevelopment. Through establishing resident-centered performance management systems, fostering collaboration among diverse stakeholders, and integrating quantitative and qualitative evaluation metrics, we promoted genuine urban regeneration. Additionally, this performance management report is expected to serve as the basis for Dongducheon City's urban regeneration policy formulation and future project implementation, contributing to creating a virtuous cycle of community restoration and economic activation.
