Background
Changdong District in Yeoju City had vast undeveloped land requiring systematic development to enhance urban competitiveness. Forming symbiotic relationships between old and new city centers, and creating differentiated spaces to revitalize the region became the core objectives for this implementation plan.
Approach
Based on Yeoju's urban identity and Changdong District's characteristics, this project presents an integrated development direction through three core strategies. We analyzed regional strengths and weaknesses, establishing an implementation system that ensures long-term sustainability. A triangular structure combining citizen participation, private investment, and administrative support guarantees project momentum.

These three strategies realize the vision of "Establishing Yeoju's Representative Commercial and Residential District". Through linked unit projects, specialized local initiatives, and active private participation, we drive continuous growth.
Key Proposed Projects
The implementation plan presents specific projects under three objectives: commercial activation, enhanced public quality, and improved residential environment. Enhancing Changdong's Commercial Vitality (A-1, A-2, A-3) strengthens the area's commercial foundation and creates cultural activity spaces. Improving Changdong's Spatial Quality (B-1, B-2) enhances urban aesthetics through Sejong-ro 46-gil improvements and Soyang Stream garden enhancements. Addressing Changdong's Residential Environment (C-1, C-2) improves living conditions through community facilities attraction and aging building renovation. Multi-layered financing strategies including central government projects, urban regeneration funds, and public-private partnerships ensure implementation capability.
Expected Outcomes
Through phased implementation, we expect 30% increase in foot traffic, 35% sales growth, 20 new startups, and 55% longer dwell times in Changdong. Additionally, landmark creation and improved residential environments will enhance resident satisfaction and strengthen Yeoju's urban identity, delivering comprehensive urban regeneration benefits.
Project Significance
This implementation plan is significant in redefining Changdong District not as a mere physical redevelopment site, but as a core growth hub for Yeoju City. Through inter-connectivity with the old city center, utilization of broader transportation networks, and development of specialized local industries, we design Changdong's unique competitive advantages. By establishing an implementation system that simultaneously drives administrative investment and organic community and merchant participation, we realize sustainable urban regeneration.
