Background
The Sangdae-jigu District in Jinju is a 200,000㎡ specialized regeneration target area that requires inclusive urban regeneration through balanced development leveraging historical and cultural resources. To revitalize the local economy and improve residents' quality of life, we designed Sangdae-jigu as a "Cross Culture Town" centered on culture and creativity.
Approach
Our project focused on establishing a comprehensive urban regeneration strategy combining contents, cross-sector perspectives, and culture based on the site's locational characteristics and existing assets. Through multilevel stakeholder collaboration, site-based investigation, and community engagement, we incorporated local conditions comprehensively. Following analysis of domestic and international case studies and SWOT analysis, we derived four core implementation strategies.

Formation & Management
These four strategies are grounded in genuine participation and collaboration "with Sangdae." By combining administrative foundation and private capital attraction with community-led cultural programs and creative activities, we present the vision of "C.C.C. (Contents, Cross, Culture) Cross Culture Town Formation."
Major Proposals
The master plan includes specific projects for systematic implementation. These encompass cultural content industry cluster development, creation of creative art spaces and collaborative workshops, tourism resource development through linkage with regional cultural heritage, community facility expansion, and establishment of resident-led program operation systems. We also ensure implementation feasibility through diverse funding methods including central government project competitions, urban regeneration funds, and public-private partnerships (PPP).
Expected Impact
Through phased implementation of the master plan, we expect quantitative outcomes including 25% population influx, 30% commerce activation, attraction of 50 creative companies, and creation of 100+ new jobs. Beyond these metrics, we anticipate multilayered urban regeneration effects such as establishment of regional cultural identity, formation of Sangdae-jigu's new urban brand, and strengthened community bonds.
Project Significance
This project is differentiated by reinterpreting urban regeneration not as simple physical improvement, but as inclusive regeneration centered on culture and creativity. By establishing the district's unique competitive foundation on three axes—local historical and cultural resources, creative talent, and community capacity—we present a sustainable urban regeneration model through triangular collaboration among administration, residents, and creative stakeholders.
