Project Background
Seongbuk District in Jinju has been designated as a leading urban regeneration area since 2019 and is actively implementing the Urban Regeneration New Deal project. As of December 2024, five teams are operating through the Urban Regeneration Center, driving comprehensive urban development initiatives. Smart urban regeneration efforts focus on improving connectivity and enhancing public spaces while promoting efficient project implementation. The project management structure supports coordination between stakeholder departments, capacity building, and governance development to ensure systematic project execution and community engagement.
Approach & Challenge Analysis
This project took a comprehensive monitoring and strategic consulting approach rather than simple performance evaluation. Through 27 task meetings, 30 coordinator meetings, community feedback sessions, four field visits, and public forums, we incorporated ground-level insights. The assessment examined four key strategic areas: urban regeneration center operations, community participation programs, private sector engagement, and performance management. Through SWOT analysis and stakeholder consultation, we developed four core strategic pillars to guide sustainable urban regeneration and enhance project effectiveness.

Sustainability Assurance
These four strategic pillars are supported by two core principles: rapid project implementation and systematic governance. By combining urban regeneration center capacity strengthening with enhanced collaboration among residents, merchants, and institutions, alongside government support systems, we articulated the vision of "Sustainable Urban Regeneration for Jinju."
Key Implementation Challenges
Monitoring identified four critical priorities for sustained success. First, stabilizing the Urban Regeneration Center's operations while diversifying and strengthening community participation programs. Second, expanding private sector engagement through community cooperatives and local industry activation. Third, improving project efficiency through adaptive facility utilization and new project development. Fourth, ensuring diverse funding sources including central government grants, urban regeneration funds, and regional investment programs. Importantly, long-term sustainability planning beyond the project completion requires advance preparation to ensure lasting community benefits.

New Initiatives Launched
The 2024 monitoring assessment confirms positive achievements including stable Urban Regeneration Center operations, heightened community participation, and strengthened institutional foundations. With continued emphasis on community-centered governance, expanded private sector partnership, and institutionalized sustainability mechanisms, Seongbuk District is positioned to become a nationally recognized model for innovative urban regeneration, demonstrating how strategic planning and inclusive implementation can transform communities while preserving cultural identity.
Project Significance
This initiative stands out by reconceptualizing urban regeneration monitoring as strategic consulting for sustainable city development, not merely performance evaluation. We designed an integrated assessment framework linking urban regeneration center operations, community programming, and private engagement into a coherent strategy. By combining evidence-based challenge identification with actionable implementation strategies, this project provides direct policy guidance and operational insights. Additionally, by documenting Seongbuk District's experience, we contribute foundational knowledge enabling urban regeneration projects nationwide to advance with greater systematization, resilience, and measurable community impact.
