Background
Gongju City is strategically located in the central-east region of Chungcheongnam-do with abundant agricultural resources. However, given increasing public demand for food safety and high-value-added food products, the adoption of advanced domestic and international food safety technologies and cultivation of relevant industries is essential. Gongju City aims to establish a food safety research cluster utilizing its agricultural foundation and create a new industrial ecosystem to build a sustainable foundation for regional development.
Approach
This project goes beyond simple facility construction to develop an integrated cluster development strategy encompassing regional research hub establishment, corporate attraction, and talent cultivation. We comprehensively analyzed Gongju City's existing agricultural infrastructure, local educational institutions, research facilities, and food industry status, benchmarking best practices domestically and internationally to derive four key implementation strategies. We tailored our development plan based on Gongju City's unique assets and presented execution methods aligned with national ministry projects.

These four strategies are grounded in the vision of 'Gongju City's Food Safety Industry Cluster'. Through the adoption of advanced domestic and international technologies, clustering of related enterprises, and cultivation of specialized talent, we will advance Gongju City as a leading region in the central area's food safety industry while simultaneously enhancing the added value of local agricultural products and creating new employment opportunities.
Key Project Proposals
The cluster development plan encompasses specific projects under five implementation objectives. This includes food safety research center establishment for foundational infrastructure expansion, support for advanced food safety technology development, startup support and corporate attraction programs, personnel development training course development in collaboration with universities and research institutions, and industry-academia-government cooperation platform establishment. The design ensures Gongju City becomes a research hub contributing to national food safety policy development.
Expected Impact

Annual Research Budget
Through phased cluster development, we expect quantitative outcomes including attraction of 45 food safety enterprises, cultivation of 150 specialized professionals, and creation of 320 new jobs, along with strengthened competitiveness of Gongju's agricultural products, higher value-added regional food industry, and contributions to establishing domestic and international food safety standards. Additionally, the cluster is expected to serve as a central hub driving the development of food production, processing, and distribution industries in the central region.
Project Significance
This project is differentiated by being an integrated cluster development that simultaneously promotes food safety research and industry advancement rather than simple facility construction. We have established a foundation for the cluster to play a pivotal role in the food safety industry by integrating Gongju City's geographic location, agricultural foundation, and local educational institutions, designing a sustainable operating system combining government support with private investment. This will elevate Gongju City's status as a leading region in national food safety policy and contribute to improved quality of life for residents.
